STC Student Financial Obligation Agreement And Consent To Do Business Electronically
General Provisions
- I understand that I am registering for educational courses at South Texas College (“STC or College”). I hereby acknowledge and agree that I am fully responsible to pay the cost and expense of all tuition, fees, and other educational and institutional expenses associated with my receipt of services at STC.
- I understand that College tuition, fees and other charges are a debt incurred for educational purposes and are considered a Qualified Educational Loan as defined in section 221 (D) (1) of the Internal Revenue Code.
- I am responsible to review the current tuition and fee charges. The tuition and fee charges may be found at South Texas College’s website, Cashier link under Services menu. Tuition and fee charges are subject to change every term.
- This Agreement will be in effect until I have fulfilled all financial obligations to the College and the College has terminated this agreement.
- I understand that I am responsible for maintaining my current address and phone number via JAGnet.
- I understand that the College uses e-mail as a prime means for communication and that it is my responsibility to review my official College email regularly. Though I may choose to have my official College e-mail redirected to another address, I am not relieved of the responsibilities of the communication that is sent by the College.
- I hereby acknowledge that South Texas College and/or its agents may contact me using any method available including but not limited to the use of email, text and automated dialer systems. Also, any information furnished to the College may be used to contact me including my cell phone number, home phone number and work number.
Repayment
- I understand that I must pay the College all charges, and any late fees, fines or penalties by the due dates stated on my student account, other College records, and in College catalogs and/or websites.
- If payment is made by check and the check is returned, I agree that a fee for a returned check will be charged to my student account. I understand that a returned check may be forwarded to a collection agency and I am responsible for any associated collection costs.
- If I expect financial aid to pay all or part of my financial obligations to the College, I understand that it is my responsibility to meet all requirements for disbursement to my student account. I authorize the College to use the financial aid to pay for all education costs charged to my student account for my entire period of enrollment or attendance at the College.
- I understand that it is my responsibility to ensure that all requirements of grantors, lenders, employers and other third party payers are met on a timely basis.
- I understand that despite my expectations for payment from financial aid or other sources, I am ultimately responsible for all charges incurred.
- I understand that if my financial aid is reduced or cancelled due to eligibility, I will be responsible to pay back to the College any amounts that I am not eligible for under applicable financial aid guidelines.
Default
I will be in default if:
- I fail to perform promptly at the time and in the manner provided in my repayment agreement with STC or fail to pay other charges, including but not limited to, library and parking fees or fines, or financial aid adjustments that are posted to my student account by the established due date.
Rights of STC under default
I understand that if there is an event of default, the College may exercise any remedy allowed by law, including one or more of the following, without notice or demand (except as required by law):
- The College may declare the outstanding balance plus any late fees, fines or penalties immediately due and payable in full.
- The College may contract a third-party to collect the debt.
Collections
- I understand that if an outstanding balance remains at the end of the semester, my account may be forwarded to a collection agency within 60-90 days.
- I understand that the College may place for collection any delinquent or defaulted monies owed to South Texas College. I understand that I am responsible for any collection costs associated with the collection of any monies due the College. These costs may include collection costs, attorney fees, late fees, interest and/or court costs that may be assessed in the pursuit of monies owed South Texas College.
Withdrawal
- I understand that course registration creates a financial obligation by me to the College. The tuition refund policy is only effective upon the College’s receipt of my official withdrawal notice. Non-attendance at the College is not considered an official withdrawal. I understand that I must abide by the College policies and procedures regarding withdrawal from the College. Withdrawal from STC, whether voluntary or at the request of the College, does not exempt me from payment in full for charges incurred while attending the College.
Jurisdiction
- I understand that the choice of law for the enforcement of this agreement is the statutes and laws of the State of Texas
- I consent to the jurisdiction of the courts of the state of Texas, Hidalgo County or Starr County for purposes of collection of amounts owed by me to the College.
Withhold Transcripts, Diploma, Grades
- I understand that per College Policies and Procedures, the College may withhold my official transcript, diploma, credit, grades or other student records until all my financial obligations have been met.
Prevent Future Registration
- I understand that per College Policies and Procedures, the College may prevent my future registration until all my financial obligations have been met.

- I understand that failure to pay my financial obligations to the College may result in the College or contracted Third Party filing an adverse report with credit bureaus.
Consent To Do Business Electronically
I consent to do business electronically with South Texas College. This consent covers primary institutional student business functions.
I agree to receive my 1098-T tax forms electronically through on-line access. Students will be able to view and print a paper copy of their 1098T by accessing their JAGnet account. This consent remains in effect until consent is withdrawn in writing. A student may withdraw consent of receiving the 1098T-tax forms electronically by presenting in writing a withdrawal request to the Cashier Office at STC. Confirmation of consent withdrawal will be sent to the student’s STC campus e-mail address. Students should ensure that their personal information is up-to-date by visiting their JAGnet account.
Notification of Criminal Background Check for all Real Estate Courses
Please be advised the 85th Texas Legislature recently passed
House Bill 1508
that becomes effective September 1, 2017. At the August 7, 2017 Commission meeting, proposed amendments to §535.65 of the Commission Rules implement changes made to Chapter 53 of the Texas Occupations Code in HB 1508. This bill requires that education providers notify potential students that a criminal history may make them ineligible for an occupational license and that they have a right to request a criminal history evaluation before they enroll in courses. Please refer to

for criminal history eligibility requirements. Potential applicants may also request a criminal history evaluation by submitting a completed
Moral Character Determination Form
to TREC prior to applying for a license. Please sign this form confirming that you have read and received a copy of the Criminal Background check notice prior to registration into Real Estate courses.
