HVACR Student Constitution

Preamble

 

In recognition of the need for an organization for those primarily interested in the HVAC/R field, we the students of South Texas College do create this constitution for the governing of our affairs. 

Article I – Identification

This organization shall be known as: The HVAC/R Student Association.

 Article II – Purpose 

Section 1.     Bring about closer relationships and foster a sense of camaraderie among those students who have an interest in the 

                       field of  HVAC/R at South Texas College.

Section 2.      Establish contacts and network with those air conditioning technicians already successful in the HVAC/R field.

Section 3.      Broaden the students understanding and applications of the practice in the HVAC/R field.                        

Section 4.      To provide a forum to students for suggestions, comments and recommendation pertaining to  this curriculum and the

                        program.                                 

Section 5.       To allow a pipeline of information and feedback to flow freely between students and instructors.

 

Article III - Members

 

Section 1.       Memberships shall be open to any student currently enrolled in the HVAC/R program.

Section 2.      The members shall be considered in good standing when their membership dues are paid in full and they  consistently

                        attend all meetings.

Section 3.       Membership shall be open to all persons regardless of age, race, creed, color, sex, religion, disability, or national origin.

Section 4.      Membership shall consist of four categories; student, faculty, alumni, and honorary members. Students who have

                        graduated and faculty who have terminated  their employment may continue alumni member status.                      

Section 5.     Absenteeism shall be followed according to the following criteria.

  1. The administrative officer shall be responsible for taking of the roll at each officer’s and regular meetings.

  2. Those members having three absences in succession from regular meeting shall automatically be dropped from

           the roll and no longer considered members.

  1. Authority for absences shall constitute informing the Executive Committee in writing on or before a meeting is

          scheduled.

    2.    Reinstatement before the following semester after having been dropped from the roll requires that the students

           petition the Association in an  open meeting for reinstatement.  A simple majority vote of the members present will

           be  sufficient for reinstatement.

Article IV Officers

Section 1.       New officers shall be elected at the last meeting before graduation of the existing officers or after three semesters which

                         ever comes first.  The members may also request a special election to replace any or all of the officers elected if they

                         believe that their interests are not being served. A petition with two-thirds majority of the members’ signature must

                         submitted to the advisor to remove any officers. The advisor will then post a meeting date for election of new officers.    

                         The advisor reserve the right to run the meeting, as he deems necessary.

Section 2.       Election shall be by popular ballot of the members of the association.

Section 3.       A majority of votes shall be required for election purposes.

Section 4.      Officers shall consist of President, Vice President, Administrative Officer, Treasurer, Parliamentarian and Historian.

Section 5.      The President shall preside at all meetings, call meetings, and cooperate with the other officers in determining the policies

                        of this organization.  The President shall also be ex-officio member of all committees. The President shall have the

                        authority  to create temporary committees and oversee the other officers in their duties. He shall set the agenda for all

                        regular and special meetings and appoint all standing and special committees, in the event of a vacancy of an officer’s

                        position, he shall fill such vacancy by appointment until the next regular election of the organization. The President

                        shall represent the organization as needed on and off the college campus. The President shall discuss all events

                   scheduled with the Advisor for approval.

 

Section 6.      The Vice-President shall assist the President in his duties. He will also preside in the absence of the President and shall

                         be in charge of overseeing all permanent committees. The Vice-President assumes all powers of the President in his 

                         absence.

Section 7.      The  Administrative Officer shall keep all the minutes of all meetings and shall keep attendance of all meetings. He shall

                        also keep files of correspondence. The Administrative Officer will be responsible for writing all correspondences including

                         that  of guest speakers and for individuals who contribute to the association. The Administrative Officer will be responsible

                         for distributing the minutes of all meetings to members of the association and posting such information within 72 hours of

                         said meeting.

Section 8.       The treasurer shall be custodian of all monies and shall render a financial report at anytime that  it may be called for in

                         regular meeting. It shall be compulsory that the treasury report be rendered in writing at the last regular meeting and of

                         each officers’ meeting. The treasurer shall keep a current membership list and a record of all dues paid by members. He

                         shall sign all financial documents and turn in all financial records for-issue to the new treasurer when required. The

                    Treasurer shall turn in all monies to the advisor for school account deposit.

Section 9.      The parliamentarian shall advise the President on matters of parliamentary procedure. He shall call attention to the chair

                        regarding any error in or about  parliamentary procedure. He shall also  keep order during any all association meetings.

Section 10.    The historian will be responsible for taking pictures at any and all functions or activities including guest speakers. He must

                        keep abreast of all activities and work  closely to support the President to promote the HVAC/R Association.

Article V –Organization

Section 1.      Regular meetings shall be held weekly at a designated placed announced by the President. The President may call

                        special meetings (when necessary) to discuss association activities.

Section 2.      Two thirds of the members present shall constitute a quorum for any and all matters brought to the floor for vote.

Article VI –Advisors

Section 1.      There shall be one faculty advisor who shall be a member with no voting privileges.

Section 2.      The role of the association advisor shall be the following:

  1. Assist the officers of the organization in any necessary business.

  2. Act as a liaison to the college.

  3. Attend all association meetings.

  4. Call emergency meetings if appropriate to discuss an unusual situation or opportunity.

  5. Make changes to promote offer participation.

Article VII – Dues

Section 1.       Members are required to pay an initial $6.00 membership fee

Article VIII –Constitution 

Section 1.       Amendments to this constitution shall be made by two-thirds vote of members in attendance.

Section 2.       This constitution shall take effect 09/12/2006.
